Resident Engagement and Community Stewardship in a High-Value Residential Community

Context

A high-value residential community of approximately one hundred homes in Montgomery County faced persistently low resident participation and growing resistance to board initiatives. Many residents understood their role primarily as fee-payers. The prevailing assumption was that hired management companies were responsible for delivering all community services, and that the board existed to serve residents rather than to govern on their behalf. Missing was a shared understanding that effective community stewardship depends on residents actively participating in the decisions that shape life in the community.

Engagement

The objective was to address both the informational and relational dimensions of the disconnect and strengthen relationships across the community. The communication approach was restructured to present governance information in clearer, more accessible terms and to make the connection between resident participation and community outcomes more visible. A series of social events were designed and coordinated to build relationships among neighbors and foster a shared sense of investment in the community. Both tracks worked toward the same underlying shift: from a fee-payer mentality to active civic stewardship.

Impact

Resident engagement in community activities increased over the course of the engagement. More residents attended association meetings and participated in organized events. Increased participation was reflected in the association’s subsequent elections, with more homeowners casting votes and engaging in governance matters than in prior election cycles.
